§ 3.03. Major and minor subdivisions: sketch plan application procedure for approval.

    Application requirements. In order to begin the subdivision process the applicant shall submit a sketch plan and application with the administrator in order to review proper filing requirements. The administrator shall certify the application and sketch plan and the applicant shall then file the application with the clerk of the city and be entitled to a signed receipt for the same. The application shall be considered filed on the date of receipt issued by the clerk of the city. This application shall:

    (a)

    Be made on forms available at the office of the administrator and signed by the owner;

    (b)

    Be accompanied by a minimum of ten (10) copies of the sketch plan;

    (c)

    Be accompanied by a certified check or money order in the amount specified by this ordinance.

    2.

    Checkpoint submission. In order to prepare for the sketch plan review requirement, a copy of the proposed plan shall be submitted by the administrator to each of the agencies appropriate to the plan's location so that their comments may be made to the administrator. Agencies to receive sketch plans shall include:

    (a)

    Noble County Surveyor;

    (b)

    Engineering administrator of the City of Kendallville;

    (c)

    Appropriate serving fire department;

    (d)

    Appropriate serving School Corporation;

    (e)

    Noble County Highway Department (when located outside corporate boundaries);

    (f)

    Noble County Plan Commission (when located outside corporate boundaries);

    (g)

    Local postmaster;

    (h)

    Serving utility companies i.e. electric, natural gas, water, sanitary sewer, CATV, telephone.

    A written response from all city and county agencies shall be received for commission review.

    The administrator shall request that all officials and agencies to whom a request for review has been made attend a scheduled technical review meeting or submit a written report to him prior to the scheduled technical review meeting. No response from an agency shall not be interpreted as meaning "no objection and no comment".

    3.

    Classification of subdivision. After an application for sketch plan approval has been submitted, and at the time of sketch plan review the administrator shall classify the proposed subdivision as either major or minor as defined in this ordinance. The required procedures and approvals for major subdivisions and minor subdivisions are described in later sections of this ordinance.
