§ 3.16. MR2, Manufactured Housing District.

  • This district is intended to allow for the grouping of manufactured and/or mobile homes on single lots, whether public, private or lease in an area specifically designated for such development. The district will normally be located between agricultural district and other residential district, however, may be located near apartment districts. Any development in this district shall have, and must connect to public water and sanitary sewer systems.

    A.

    Prior to issuance of an Improvement Location Permit in a MR2 District, the Commission shall grant approval of a development plan for the entire tract in which improvements are to be located.

    B.

    In determining action to be taken on a proposed development plan, the Commission shall be governed by the design standards and policies established in this appendix and supplemented below:

    1.

    Lot Area and Density

    a.

    The tract to be developed shall contain a minimum of five (5) acres.

    b.

    Each lot shall contain a minimum of three thousand, two hundred (3,200) square feet.

    c.

    All lots within the proposed project shall have a minimum lot width of forty (40) feet.

    2.

    Yard Requirements

    a.

    A minimum side and rear yard depth of fifteen (15) feet is required along the perimeter of an MR2 District.

    b.

    Minimum interior yards for the project shall be provided in accordance with the following standards:

    (1)

    A minimum required setback of six (6) feet from the existing right-of-way of any interior street within the project;

    (2)

    A minimum side yard of six (6) feet is required;

    (3)

    A minimum rear yard of eight (8) feet is required.

    3.

    Minimum street requirements shall be as follows:

    a.

    Streets shall be surfaced and improved to the standards and specifications of the Kendallville Board of Works & Safety unless said streets have been built and maintained as private drives.

    b.

    A typical cross-section of any and all streets should be submitted, at the time of application, to the Kendallville Board of Public Works & Safety for approval.

    c.

    All driveways, access roads, streets and lanes within the MR2 district shall be identified by some means in order to avoid confusion on the part of police and emergency equipment when called to a particular location.

    d.

    In the event the developer proposes to establish driveways or streets within the mobile home park as public streets, the design shall meet the minimum standards as prescribed by the Kendallville Board of Works & Safety.

    4.

    Minimum Parking requirements shall be as follows:

    a.

    Minimum street or driveway improvements, where off-street parking is provided, shall be twenty-four (24) feet in width.

    b.

    Minimum street or driveway improvements, where no off-street parking is provided, shall be thirty-two (32) feet in width for parking on one side and forty (40) feet for parking on both sides.

    c.

    Parking spaces shall be provided at a rate of two (2) parking spaces per lot.

    5.

    Sidewalks shall be provided on public or private streets, five (5) feet in width on each side of a public street and designed to meet the standards of the Kendallville Board of Works & Safety.

    6.

    All mobile homes shall be skirted with metal or non- flammable material, entirely enclosing the bottom, within thirty (30) days after placement.

    7.

    Each lot shall be provided with a minimum ten (10) foot-by-ten (10) foot concrete slab, which will serve as a location for individual tenant storage.

    8.

    A hard-surfaced walkway or patio connecting the dwelling with its off-street parking area shall be provided.

    9.

    Each lot shall contain an area reserved for the placement of a living unit, the base construction (i.e., foundation, pads, ribbons, etc.) of which shall meet or exceed the manufacturer's standards and recognized construction practices.

    10.

    Each living unit lot shall be provided with anchors, tie downs or other devices, as per the manufacturer's requirements, Indiana State Board of Health rules and regulations, or any other requirements imposed by law, for insuring the stability of the mobile home.

    11.

    All sewer and water service shall be installed by the developer, and shall conform to the minimum standards of the City of Kendallville and the Noble County Health Department.

    12.

    At least five hundred (500) square feet per living unit shall be reserved for open/recreation space areas; this figure is in addition to any private open areas created by yard requirements.
